高端装备制造业是新兴产业中的支柱产业

“  十二五”期间装备制造业的一个战略是“调整转型、创新升级”，一个目标则是“推进装备制造业由大变强”，作为装备制造业的核心和关键，高端装备制造业定位为战略性新兴产业为产业发展提供了“肥沃的土壤”。 　　 现在随着《中国制造2025》规划的推出，高端装备制造业更是迎来了历史发展的新机遇。使得“中国装备，装备中国”和“中国制造，中国创造”的理想向着彻底实现的道路迈出了坚实的步伐。 　　 
         近日，“中国制造2025：高端装备制造与工业应用协同创新高峰论坛”召开，国家发改委、工业与信息化部、国家能源局等相关部委、司局领导及归口管理部门领导，以及全国各主要工业用户行业代表出席。论坛以“突破关键技术、融合推动制造、协同创新发展”为主题，围绕支持自主创新，深入研究跨领域跨行业协同创新的方式与路径。重点以协同研发、协同制造、协同推广、协同服务作为落实方式，以中国首创、具有自主技术专利的低速大扭矩永磁复合电机为案例，深入探讨新产品、新技术的应用前景与协同创新合作机制。 
　　 机械工业信息研究院副院长石勇说，根据《中国制造2025》总体要求，为进一步深化各行业对建设制造强国重要意义的充分认识，大力推进制造业与工业等装备应用行业的创新协同与融合发展，为国家相关部委研究制定实施方案，细化政策措施，健全工作机制，做好基础信息服务工作是十分重要的。本次论坛的目的就是深化对《中国制造2025》的理解与认识，落实创新驱动战略，推进中国制造业与各工业应用行业单位的协同发展，建立健全调查研究、案例分析与信息协同机制，确保信息研究任务落实到位。 
高端装备制造业受外资追捧 
       国家商务部新闻发言人沈丹阳在日前举行的发布会上透露，今年1-7月，工业自动控制系统装置制造、我国通信设备制造、计算机整机制造等高技术制造业增长迅速，实际使用外资同比分别增长405.4%、366.4%、149.9%。上述增速远高于全国平均增速。今年前7月，我国制造业实际使用外资同比下降5.4%。高端装备制造业是*近几年我国极力扶持的新兴产业。 
　　业内人士认为，在外资放缓流入中国的背景下，高端装备制造业吸引外资增长迅速，从侧面说明我国高端装备制造业的快速发展。商务部例行发布会还透露，今年1-7月，我国实际使用外资金额同比增长7.9%；7月当月同比增长9.6%。其中，1-7月，服务业实际使用外资共计475亿美元，同比增长19.6%，在全国总量中的比重为62%。其中增幅*快的前三名为金融服务业，科学研究业和综合技术服务业，增幅分别为381.1%，93.1%和57.1%。 
       商务部研究院国际市场研究部副主任白明表示，中国经济处在转型升级中，利用外资结构发生变化反映的是中国经济结构发生了变化，而这也符合中国经济未来发展的新常态。 
　　白明同时指出，在国际产业分工中，中国经济所处位置也出现相应变化。过去以劳动密集型为主，而今后对外资的利用将会更符合我国产业政策的变化，逐渐流向高技术、高附加值产业。因为我国在近些年本身也在发展这些产业，在这些产业上，利用外资也有更大的空间。 
　　 外资进入高端制造业，对国内相关产业可能既会带来替代性影响，也会带来互补性影响。替代性影响对于我们自身产业发展来说是个挑战，但是应该更多地看到互补性机会。在分工越来越精细的全球化时代，产业间碰撞和合作的机会也会更多。像我国的高铁和家电等领域都经历了这个过程，也实现了产业的跨越发展。所以，高端制造业能够吸引外资，既是中国经济转型升级在外资领域的反映，也表明在全球产业链中位置的转移。 
　　 
走出国门拓展海外市场 
　　 近年来，国内产能过剩使得不少行业，尤其是高端装备制造行业的经营举步维艰，“走出国门，局部海外”成为不少装备制造企业打破经营困局的首选。而随着“一带一路”战略的实施，装备制造企业“走出去”有了更加便利的条件。工信部日前表示，中国装备制造具有产品、企业、政策三大优势，今后高端装备制造业走出去将作为发展重点。 
　　 数据显示，2014年中国装备制造业出口额达到2.1万亿元人民币，大型成套设备出口额约1100亿美元。中国装备制造总体规模是世界总量的1/3，优势较为明显，电力装备的制造总量大约占世界的61%，造船工业占世界41%。中国高铁已经建成1.6万公里，在建1万多公里，高铁拥有量位居世界第一。 
　　 从推销中国高铁、中国核电到推销中国装备，李克强总理一直致力于推动装备制造业产能“走出去”。随着“一带一路”国家战略的加快推进，我国高端装备制造“出海”也呈现加速趋势。 
　　 今年1月份，西安陕鼓动力股份有限公司(以下简称“陕鼓动力”)与捷克EKOL，spol.s.r.o.，(以下简称“EKOL”)公司正式签属股权转让协议，并于捷克当地时间6月26日上午在捷克布拉诺市正式举行股权交割仪式。EKOL公司是中东欧地区中型蒸汽轮机制造商，在工业驱动型汽轮机上占据很大优势，其产品在汽耗等指标上处于全球领先地位。 
　　 据陕鼓集团和驻捷克使馆经济商务参赞程永如介绍，陕鼓此次斥资5000多万美元收购捷克EKOL汽轮机公司，是近年来我国在捷克制造业领域的*大一笔投资，约占我国对捷克投资总额的17%。 
　　 今年5月，中国中铁股份有限公司公告称，其旗下的中铁二院集团工程有限责任公司与俄罗斯企业组成的联合体已中标俄罗斯莫斯科-喀山高铁项目的勘察设计部分。中国高铁“走出去”获得重大突破。今年以来，我国与法国、阿根廷、南非等多个国家也签署了核电站领域的合作协议，并将在巴基斯坦承建6座核电站，同时向其出口更多的核反应堆。 
　　 “高端装备制造业处于价值链高端和产业链核心环节，也是助推"一带一路"战略实施的主力军。推动高端装备制造业"出海"，能在提高中国制造形象的同时，将一部分有效产能转移出去，可以解决目前中国经济面临的产能过剩问题”。深圳市国诚投资咨询有限公司董事长兼总经理孙忠说道。 
　　 中国农业银行首席经济学家向松祚认为，目前中国高端制造“走出去”已具有稳固的基础，现在需要协同效应，努力使全行业的产业链“走出去”，而非单个企业。 
　　 业内专家指出，我国高端工程装备产业“走出去”存在几个特点：工程装备产品出口稳步提升，产品结构由中低端趋向中高端，产品质量大幅度提升，产品系列、成套设备出口比例在上升。工程装备制造企业海外并购迅速增长。从近年的海外并购项目看，我国企业海外并购势头良好，发展迅速。以工程项目为依托，带动了高端装备的升级换代。 
　　 
加快品牌塑造 
　　 经过30多年的改革开放，我国制造业已经具备了完整的体系和进一步发展的基础。即使在高端装备制造业方面，部分领域也开始崭露头角。不过，在品牌塑造上，“中国制造”仍需加把劲。 
　　 在中国制造2025高端装备制造与工业应用协同创新高峰论坛上，国家能源局总经济师李冶表示，能源装备是中国装备的重要组成部分，但现阶段我国能源装备缺少一些像GE、ABB、西门子这样的大型国际化企业集团，进入全球500强的装备企业更是微乎其微。 
　　 浙江省技术监督局局长高鹰忠曾经指出，当前“中国制造”还缺乏整体品牌效益，大量代工生产处于国际产业链中的低端，没有定价权、利润分配话语权，只能赚取微薄的加工费，个体自主品牌建设进程依然缓慢。总体上，在国际市场的影响力、竞争力不高。要改变这种现状，中国急需全面打响“中国制造”品牌。 
　　 高端装备制造业处于产业链核心环节，是国民经济和国防建设的重要支撑，是推动工业转型升级的关键引擎。而我国高端装备制造业与世界先进水平仍有较大差距。 
　　 在目前全球经济一体化背景下，国家提出“一带一路”的发展战略，对于整个高端装备制造业而言，将酝酿巨大的市场机会。打响“中国制造”品牌，是推动经济转型升级的务实管用之策，也是加快**职能转变、发挥市场决定性作用，推动质量提升及品牌创建的重要体现。 
　　 “中国制造”代表着国家形象，必须高标准高起点定位，把“中国制造”品牌打造成在市场与社会公认，集质量、技术、服务、信誉为一体，具有丰富文化内涵，以质量和诚信为核心的区域综合品牌，使之成为产业转型升级的典范和经济社会发展的重要支柱。
